- Plan Approval: submitting documents for approval and permitting and completing planning agency requirements
- Project bidding: Stegenga+PARTNERS will prequalify a list of approved contactors to bid the project, and then assist the owner in evaluating the bidders
- Project Administration: part of the construction phase which includes periodic site visits to observe the construction progress and compliance with the construction documents
